How to get out of the wind impasse?

In January 2020, Emmanuel Macron publicly acknowledged to the Mayors of France in Pau that wind turbines were a notorious failure in France, rejected by the majority of local populations “on whom we could not impose them from above”. The General Rapporteur of the parliamentary commission of inquiry, the LREM Deputy Marjolaine Meynier Millefert had preceded him by accusing the wind power developers in the National Congress of “lying to the French”, and by using the very harsh term of “rape of the territories”. The technical solution of current wind turbines is in no way ecological, according to the MP.

And yet, as with the Covid, a year later, the failure is still there and even the old goals of adding several thousand wind turbines are still not erased. The overwhelmed government does not even know how to keep the promises of the President of the Republic. Mysterious evening visitors are busy in the shadows to preserve their cash cow through friendships or perhaps lobsters and grands crus. The deadline for the Presidential elections is approaching and this big gap will have to be resolved.

We can only be in favor of wind power, a natural source of energy. The problem is not wind power, but wind developers.

A group of speculators seized the windfall. He made it into a financial instrument. The machines chosen are the most polluting, the least efficient, those which make it possible to get rich as quickly as possible. The exploitation of this vein has caused enormous environmental damage throughout the national territory. Thousands of agricultural hectares will be sterilized in the long term and stricken by silent pollution, the first signs of which are appearing. The size of the machines tripled but the legislation did not follow. The distances to homes are always the same, almost to the doors of houses at 500m, a third of the European standard at 1.2km minimum. The noise of wind turbines is measured with the standard that applies to small household appliances, a fryer for example, while the level is that of an airliner (+ 100 dB) or an industrial chain.

Speculation continued during the crisis. The Wind power that was no longer needed continued to be bought at a fixed price as the electricity market collapsed. Businesses at a standstill are bleeding to pay rent or energy bills. Without knowing it, they have helped fuel a huge nest egg estimated at two billion additional for wind developers. No one knows where the super profits went from this super piggy bank punctured during the worst times of confinement. Used blades begin to be stored and may even be buried when they will take sixty years to degrade. The cost of destroying them is similar to that of asbestos. Nothing is still planned when the demand has existed for more than ten years. Wind promoters are tempted to dispose of their waste in the circuit at the expense of the taxpayer. A Ministry inspection arrived just in time in 2019 to stop this further slaughter.

Local wind turbine companies are set up with a capital of a few thousand euros. Their parent companies are often registered abroad, even in obscure tax havens. They collect their profits abroad while their income is entirely guaranteed by very favorable fixed taxes. The most serious fears can be expressed about their commitments to dismantle the installations at the end of their life. The American Thinker magazine lists 14,000 abandoned and rusted wind turbines in the USA, California, Hawaii … The France Energie Eolienne group does not include in its main members any French manufacturer, but 9 foreign companies, and more investors and lawyers than industrialists.

There is also the problem of the 9,000 underground pedestals of the wind turbines, of several thousand tons of concrete left as a “gift” to the owners thanks to an “omission” in the texts. The owners of the leased land are looking forward to bitter surprises: sooner or later they will discover that the destruction of just one of these bases costs at least 200,000 euros and that underground pollution can take 20 years to appear. In response to a parliamentarian, the Minister underlined the urgency of specific protocols on this point between owners and developers, but the latter do not seem in a hurry to do so.
